Highwood's Municipal Government

The City of Highwood operates under the Council Manager form of government. All elected officials (Mayor, Clerk, Treasurer and eight (8) Aldermen) serve four-year terms. The Mayor and City Council are the legislative branch of the City and are responsible for interpreting the wishes of the community and determining the policies under which the City operates. The City Manager is responsible for implementing City policy through the department heads of the City and City employees.  Highwood’s form of government prompted the City to adopt an ordinance which established the Council Manager form of government. The City Manager is responsible for implementing the day-to-day operation of the City through it's department heads as well as policies and budget oversight. 

The Highwood City Council meets on the first and third Tuesday of every month at 7:30 p.m. in the Council Chambers of Highwood City Hall.  Committee of the Whole meetings are held on the same nights beginning at 6:00 p.m.  The public is welcome to attend all meetings.  Highwood City Council meetings are broadcasted on Highwood Cable Channel 10 at 8:00 p.m. on Wednesday evenings, 5:00 p.m. on Friday afternoons and 1:00 p.m. on Sunday afternoons.
